What the web client can and cannot do
WhatsApp Web and the desktop app are clients for the same account, not separate installs. Anything already in your sticker tray is available there, and you can send it with a click. What they cannot do is complete the third-party import handshake, because WhatsApp exposes that only to installed mobile applications.

This is a platform rule, not a limitation of any particular sticker site. It is the same reason a pack cannot install straight from a browser on your phone.
Adding a pack so it shows up on desktop
- Open the pack on your phone and add it through the sticker app, as you normally would.
- Send one sticker from the new pack in any chat. This is the quickest way to confirm the pack registered.
- Leave WhatsApp open on the phone for a moment so the account state syncs.
- Reload WhatsApp Web or restart the desktop app. The pack appears in the sticker panel.
If the pack still is not there, the usual cause is that the phone has not synced since the import. Opening WhatsApp on the phone and returning to the desktop client resolves it in most cases.
Where the sticker panel sits
In the web and desktop clients the sticker panel is reached from the emoji area beside the message box, which is split into emoji, GIF and sticker tabs. Your added packs are listed there in the order they were added, with the tray icon of each pack as its label.
Why the file rules still matter here
A pack that breaks WhatsApp's format rules will not import on the phone, so it never reaches the desktop client either. The requirements are the same everywhere.
